投标人应具备的资格或业绩:3.1非安检机（含行李安检机及航空货物安检机）设备制造商投标时，必须提供安检机设备制造商的有效的唯一授权书（一个品牌只能授权给一个代理商参与本项目的投标），如果同一品牌的制造商和代理商同时参与本项目的投标，则只选择制造商为投标人，提供授权书正本。

3.2投标产品中的安检机设备、金属探测门、手持金属探测器、痕量爆炸物探测仪必须具备有效的民航安全检查设备使用许可证。需提供处于有效期内的证书的复印件。

Qualifications or Performance：3.1 When bidding for equipment manufacturers of non-security machines (including baggage security machines and air cargo security machines), they must provide valid and sole authorization for equipment manufacturers of security machines (one brand can only authorize one agent to participate in the bidding for this project). If manufacturers and agents of the same brand participate in the bidding for this project at the same time, only the manufacturer is selected as the bidder to provide the authorization.
