投标人应具备的资格或业绩：2.9非货运X射线双视角安检设备制造商投标时，必须提供货运X射线双视角安检设备制造商的有效的唯一授权书（一个品牌只能授权给一个代理商参与本项目的投标），如果同一品牌的制造商和代理商同时参与本项目的投标，则只接受制造商为投标人；上述授权书必须是正本并附在投标文件正本中。 2.10投标人所投产品中的都必须具有中国民用航空局颁发的《民用航空安全检查设备使用许可证书》（投标文件中须提供处于有效期内的证书的复印件）。 2.11所有安检设备必须具有民航安全检查设备使用许可证书。投标人在投标时必须提交其所供设备的民用航空安全检查设备鉴定报告，如投标文件与鉴定报告有矛盾，以鉴定报告为准。 所投型号的货运X射线双视角安检设备2013年1月1日至今须在国内有销售业绩。（提供合同或中标通知书） 2.15本项目不接受联合体投标。

3.Qualification Requirements For Bidder　　

Qualifications or Performance：2.9 non freight X ray double view security equipment manufacturers bidding, must provide freight X ray double perspective equipment manufacturers only effective security authorization (a brand can only be authorized to an agent to participate in the project bidding), if the same brand manufacturers and agents at the same time to participate in the project bidding, then only accept the manufacturer for the bidder; authorization must be original and attached to the bidding documents. 2.10 the investment products must have issued by the Civil Aviation Administration of Chinese's "civil aviation safety inspection equipment license certificate" (the bidding documents shall provide photocopies of the validity of the certificate). 2.11 all security equipment must have a permit for the use of civil aviation safety inspection equipment. The bidder must submit the appraisal report of the civil aviation safety inspection equipment for the equipment provided by the bidder in the bid, if there is any contradiction between the tender documents and the appraisal report, the appraisal report shall prevail. The model of the shipment of X - ray dual angle inspection equipment in January 1, 2013 has to be sold in the country. To provide a contract or letter of acceptance 2.15 the project does not accept the consortium bid.
