投标人应具备的资格或业绩：2.9非手提行李安检设备制造商投标时，必须提供手提行李安检设备制造商的有效的唯一授权书（一个品牌只能授权给一个代理商参与本项目的投标），如果同一品牌的制造商和代理商同时参与本项目的投标，则只选择制造商为投标人；上述授权书必须是正本。 2.10投标产品中的手提行李安检设备必须具备有效的民航安全检查设备使用许可证。需提供处于有效期内的证书的复印件。 2.11本项目不允许联合体投标。 2.12本项目不接受在中国国际招标网上主管部门公布的质疑信息中有无效质疑记录的投标人参与本项目的投标。
